Illegal content notices under the DSA and official terrorist-content removal orders under the TCO Regulation
Choose the mechanism that matches your role and the nature of your submission. Public reporters of alleged illegal content use the DSA notice. Competent authorities issuing a binding terrorist-content removal order use the TCO contact point.
Any individual or entity may notify us of specific content they consider illegal. There is no fixed one-hour clock. We process notices in a timely, diligent, non-arbitrary, and objective manner.
Only EU Member State competent authorities may submit binding removal orders for terrorist content. This contact point is staffed for 24/7 electronic receipt. Content identified in a valid order is removed or disabled within one hour of receipt, subject to the Regulation.
We provide an easy electronic mechanism so any individual or entity can notify us of specific illegal content. Where your notice includes an email address, we send a confirmation of receipt without undue delay. We then notify you of our decision regarding the reported content and of the redress possibilities available against that decision, including internal complaint handling where offered, out-of-court dispute settlement where applicable, and judicial redress.
We do not currently use automated means to decide DSA notices. If that changes, we will disclose the use of automation in the decision notification. Abusive, bad-faith, or repeatedly unfounded notices may be deprioritized or rejected without further engagement.
You may also email [email protected]. Prefer the form so mandatory Article 16 elements are complete at submission. Competent authorities with a binding TCO removal order should use the TCO mechanism instead.
Our TCO contact point receives electronic removal orders from competent authorities only. It is available 24/7. Supported languages are English and German. Our main establishment is in Germany (IPvX UG (haftungsbeschränkt)).
Submit the signed removal-order PDF through the form below, or email [email protected] with the same information. Public reports of alleged illegal content that are not binding TCO removal orders must use the DSA mechanism.
If we apply specific proactive measures against terrorist content, content providers whose content was removed or disabled may contest that decision through a separate complaint channel. That Article 5 channel is distinct from this authority-facing intake.
Select the report type that matches your submission, then complete the fields for that mechanism.
